Esmeralda Hurtado for State Senate
Esmeralda Hurtado is the daughter of farmworkers who taught her that hard work is not just a virtue — it’s survival. From them, she learned perseverance, responsibility, and that service is measured not by titles, but by sacrifice, integrity, and consistency.
Born and raised in Sanger, she entered the world in a hospital that closed shortly afterwards — a loss she didn’t understand as a child, but one she and her family lived. When she needed care, her mother drove long distances to Valley Children’s Hospital, stretching gas money, missing work, and hoping nothing went wrong on the road. Healthcare access was far. And families like hers paid the price.
Hospitals in rural communities don’t close because the need disappears. They close when private equity and corporate interests decide families aren’t profitable enough to serve. When profit outweighs people, valley families suffer. This is true in our agriculture community as well. This truth shaped Esmeralda’s purpose.
While finishing her degree in public health, she was appointed to the Sanger City Council in 2019, and then elected and re-elected in 2020 and 2024. She helped deliver the multi-million-dollar expansion of the city’s fire station, improving emergency response times, and led modernization of the wastewater treatment plant to protect public health and strengthen future growth. Outside of elected office, Esmeralda Hurtado continues her public health work by responding to communities that are facing drought emergencies across our valley — ensuring families, schools, and local businesses have access to safe, reliable drinking water.
Now, Esmeralda is running for State Senate at a critical moment when the valley’s future hangs in the balance. Rising costs, water instability, the loss of agricultural jobs, and rapid technological change threaten to leave rural communities behind unlike ever before. Who represents Senate District 14 in the next decade will shape whether families fall through the cracks — or be given a shot to rise.
Esmeralda Hurtado is running to ensure the valley is not forgotten, not priced out, and not left behind. The valley deserves more than resilience —it deserves progress.

My Commitment to Senate District 14

Safe and Clean Neighborhoods
Every zip code in SD 14 deserves safe streets, working infrastructure, and strong community resources. Esmeralda Hurtado will invest in the neighborhoods that have been overlooked for too long.
Clean Air & Drinking Water
The valley has some of the worst air and most contaminated water in California — and our kids are paying the price. Esmeralda Hurtado will fight for safe drinking water in every home, stronger enforcement against polluters, and expanded clean air incentive programs that protect families without punishing farmers.
Strong Schools & Affordable Healthcare
Esmeralda Hurtado will fight to fully fund valley schools, expand community health clinics, and lower out-of-pocket costs — because a child's zip code should never determine the quality of their education or their healthcare.
Care for Seniors & Veterans
Our elders and those who served shouldn't have to drive hours or wait months for basic care. Esmeralda Hurtado will expand local access to senior services and veterans' benefits — keeping the people who built this valley close to the communities they love.
Good Local Jobs
The valley works hard. Esmeralda Hurtado will bring good-paying jobs in healthcare, manufacturing, and clean energy to SD 14 — and partner with community colleges to build the training programs that get valley families into them, without having to leave home to get ahead.
Support and Protect Small Businesses
Valley family-owned shops and farms are the backbone of our local economy. Esmeralda Hurtado will cut unnecessary red tape, expand access to small business loans, and fight against the corporate consolidation that squeezes out the small businesses our communities depend on.
As your State Senator, I'll fight for the families who grow our food, build our communities, and keep this valley running — not the corporations that profit from it.
Building the Middle Class
Too many valley families work full time and still can't afford rent, groceries, or a doctor's visit. Esmeralda Hurtado will fight to raise wages, lower housing costs, and crack down on the corporate price gouging that is draining working families dry.

“Having served in the State Senate, I know how tough it is to make real progress on issues like affordability, jobs, and equity. Esmeralda Hurtado is the kind of leader who can get it done. She understands the challenges Californians face and brings practical, compassionate leadership focused on solutions. Esmeralda will fight to lower costs, expand job training, and invest in local industries that create lasting prosperity in the Valley. That’s why I’m proud to endorse her for State Senate.”
-Former State Senator Josh Newman

“Esmeralda Hurtado is ten years younger than me — she’s like my daughter. I used to walk her to school while Mom was still working graveyards shift and Dad was heading out for the day. I held her hand and kept her safe. Now I’m walking beside her again — not to school, but through this race. I told her I’d never push her to run; that kind of strength has to come from within. Our Valley has shaped us — through struggle, sacrifice, and resilience. That’s what built her character. And that’s what will make her the kind of leader SD 14 deserves— someone who speaks the truth, works hard, and never forgets where she comes from.”
-Senator Melissa Hurtado
“Esmeralda Hurtado knows what it means to lead in the Valley — where every drop of water and every decision matters. As a councilmember, she’s fought to bring water to families and rural communities that Sacramento too often forgets. She’s tough, compassionate, and never afraid to stand up for us.”
-Alma M. Beltran, Mayor of Parlier
“Esmeralda Hurtado represents the strength and grit of the Central Valley. Orange Cove needs a State Senator who works tirelessly, won’t give up on our communities, and never forgets where she comes from. Esmeralda Hurtado is that leader. She has my endorsement for the State Senate.”
- Diana Guerra Silva, Mayor of Orange Cove
